Who Can Marry     

All marriages between parents and children, including grandparents and grandchildren of every degree, between brother and sister of the half as well as the whole blood, between uncles and nieces, aunts and nephews, first cousins, and between persons who lack the capacity to enter into a marriage contract, are presumptively void; and it shall be unlawful for any city, county or state official having authority to issue marriage licenses to issue such marriage licenses to the persons hitherto designated.... It is the public policy of this state to recognize marriage only between a man and a woman. (451.022)

No Recorder shall...issue a license authorizing the marriage of any person under fifteen years of age.....No Recorder shall issue a license to any male under the age of eighteen years or any female under the age of eighteen years, except with the consent of his or her custodial parent or guardian. The name of the custodial parent or guardian shall be stated on the license. (451.090)
